It only does anything when the Android system notifies it that the network has changed. Stopping it from running in background will make it not work properly and possibly cost you in roaming charges. The current operator is always Roaming. When I stop monitoring, H+ and two little arrows come up at the top of the screen or 3G but they change constantly.
